Community Affairs Officer's Report for May 9th,
2018
Annual General Meeting

As an Association, we represent the
concerns of the community and do our best to communicate those concerns to
Council and staff.
At last year's AGM, Council members
answered our Members questions with explanations like:
- the Bylaw Officer used to be a
contract position, but now is an employee position.
- the Bylaw Officer reports to the
Clerk who reports to the CAO.
- Council works with staff to improve
situations.
- when you have a concern, go to the
Municipal website and use the "Report It" form; email photos directly
to the Bylaw Officer.
- in the Walker Road parking
situation, Councillor Sageman told neighbours
who were concerned, to write letters to Council.
- Ed Fluter added that when people
are communicating with Council, to address letters to the Council and the CAO.
- Grand Bend is patrolled by Bylaw
Officers; the rest of Lambton Shores is complaint driven.
- when one member complained about
noise from the Main Street, Councillor
Sageman looked up the statistics and announced that there had only been three
commercial noise complaints lodged so far by July.
- regarding OPP versus Bylaw
Officers, Deputy Mayor Cook explained that Council does not control the OPP.
Bylaw Officers enforce the Municipal Bylaws.
Councillor Sageman added, Council
does not direct staff but communication is the key to collect statistics.
Example: 70 residents in Southcott
Pines reported on the same property, then something was done. Therefore, there
needs to be separate complaints.
Sharon Weitzel reminded us to report
incidents to Bylaw Officers, when it happens via email, Twitter, etc.
In
July of last summer, your Executive met with the Bylaw Officer, Chris Martin.
Deputy Mayor, Doug Cook, and the Clerk, Nancy Wright-Laking also attended.
After expressing our purpose and some of the concerns of our members, we were
told that staff and Council cannot do anything about any situation, if they
don't know about it.
In her report for the April 24th Council meeting, the Clerk wrote "Staff was not made aware of the concern in 2017 or any other time; there were no complaints dealt with by staff regarding this issue; "
So in conclusion, the Executive is pleading with our members to report your concerns immediately. Phone Bylaw and/or OPP and record it in writing in two places: one on the Municipal website and the other to us. Fill out our "Record of Calls for Service" form or just tell us what happened and send it to us by email. We become frustrated when our members get upset because their concerns are not resolved, but we urge you to act, not just talk about it.

Information
that was gathered from a couple of Members last fall, was reported to the Executive
at our Fall meeting. Our Communications Officer, Sharon Weitzel, wrote a letter
to Council in January, based on the three most important issues
It is very disappointing to us, to be told by Council members and staff that
they can't do anything about our issues, because they don't have it writing. We,
the Executive, also need to have it writing, to verify the numbers that we get
from staff, such as when they said they only got three noise complaints all
summer, when we know that people are disturbed by noise a lot more often than
that!
There
are copies of our "Record of Calls for Service" forms on the
registration table. Take one and make copies. It is also on our website.
